خبراء إماراتيون: نظام مستشار الذكاء الاصطناعي يعزز سرعة وكفاءة القرار الحكومي

أكد خبراء إماراتيون في مسار الذكاء الاصطناعي أن نظام مستشار الذكاء الاصطناعي الجديد لمجلس الوزراء سيمنح القيادات الحكومية رؤية أشمل عند دراسة السياسات، وقدرة أكبر على مواكبة المستجدات التنظيمية ومتابعة القرارات حتى تنفيذها.

وأوضح الخبراء وهم ضمن برنامج خبراء الإمارات، أن نظام مستشار الذكاء الاصطناعي سيدعم الوزراء والقيادات الحكومية، دون أن يحل محل دور الإنسان في اتخاذ القرار، من خلال تزويدهم بتحليلات أسرع، وقاعدة أوسع من المعلومات والأدلة، وتوصيات محدّثة بصورة مستمرة. كما سيشارك الخبراء في جلسات مباشرة ضمن الوحدة التدريبية الثالثة من مسار الذكاء الاصطناعي، إلى جانب نخبة من صُنّاع القرار والخبراء الذين يقودون مسيرة الذكاء الاصطناعي في دولة الإمارات، ومن بينهم معالي فيصل عبدالعزيز البناي، مستشار رئيس الدولة لشؤون الأبحاث الاستراتيجية والتكنولوجيا المتقدمة، والأمين العام لمجلس أبحاث التكنولوجيا المتطورة.

ويرى المهندس ياسر الشحي، المتخصص في تطوير استراتيجية متعددة القطاعات للذكاء الاصطناعي، أن من أبرز قدرات النظام الربط بين الآثار المحتملة للقرارات في مختلف القطاعات الحكومية والمجتمعية، وأنه نادراً ما تقتصر آثار القرارات الحكومية على قطاع واحد، فعلى سبيل المثال، قد تمتد نتائج سياسة في قطاع النقل لتشمل الاقتصاد والاستدامة والبنية التحتية والمجتمع ككل، وهنا يمكن للذكاء الاصطناعي المساعدة في ربط هذه القطاعات، واستشراف النتائج المحتملة، وتزويد صانعي القرار بصورة أكثر شمولاً وهنا تكمن القيمة الحقيقية في تحويل المعلومات إلى رؤى دقيقة في الوقت المناسب.

وبدوره قال المهندس سلطان الرئيسي، ممثل قطاع السياسات والأطر التنظيمية والدبلوماسية الخاصة بالذكاء الاصطناعي، "إن المبادرة تعكس ريادة دولة الإمارات في الانتقال بالذكاء الاصطناعي من نطاق الخدمات والأعمال التشغيلية إلى صميم عملية صنع السياسات، حيث قدّمت المبادرة نموذجاً عملياً لتوظيف الذكاء الاصطناعي في تحليل السياسات، ومقارنة التجارب والأطر التنظيمية، وتقييم النتائج المحتملة للقرارات المقترحة، كما أن الدور المتنامي للذكاء الاصطناعي في صنع السياسات يجب أن يترافق مع أطر حوكمة واضحة، لا سيما فيما يتعلق بالشفافية والتحقق والمساءلة.

ومن جهته قال محمد الكتبي، ممثل قطاع الذكاء الاصطناعي المساعد إن المرحلة المقبلة للذكاء الاصطناعي في القطاع الحكومي ستتجاوز مجرد مساعدة القادة على اتخاذ القرارات، لتشمل دعم تنفيذ تلك القرارات ومتابعة نتائجها، إذ تستجيب أنظمة الذكاء الاصطناعي التقليدية للطلبات الفردية، بينما يمكن للذكاء الاصطناعي المساعد أن يتجاوز ذلك من خلال تحليل الهدف، وتقسيمه إلى مهام، ومراقبة التطورات، وتحديد متى قد يلزم اتخاذ إجراءات إضافية، ويسهم في تضييق الفجوة بين القرارات الحكومية والنتائج المستهدفة، إذ لا تقاس فعالية القرار باتخاذه فحسب، وإنما بمدى نجاحه في تحقيق النتائج المرجوة، من خلال تتبّع التقدم المحرز، وتحديد حالات التأخير والمخاطر.

تجدر الإشارة إلى أن نظام «مستشار الذكاء الاصطناعي لمجلس الوزراء» يضم 32 مستشاراً متخصصاً مدعوماً بالذكاء الاصطناعي، لتحليل السياسات والتشريعات والاستراتيجيات والأنظمة الحكومية.

UAE experts in artificial intelligence have confirmed that the new AI advisor system for the Cabinet will provide government leaders with a broader vision when studying policies, and greater ability to keep up with regulatory developments and follow decisions until their implementation.

The experts, who are part of the UAE Experts Program, explained that the artificial intelligence advisor system will support ministers and government leaders without replacing the role of humans in decision-making by providing them with faster analyses, a wider base of information and evidence, and constantly updated recommendations. The experts will also participate in live sessions as part of the third training unit of the AI ​​track, alongside an elite group of decision-makers and experts who are leading the artificial intelligence journey in the UAE, including His Excellency Faisal Abdul Aziz Al Banaei, Advisor to the President for Strategic Research and Advanced Technology, and Secretary General of the Council for Advanced Technology Research.

Yasser Al Shahi, an engineer specializing in developing a multi-sector strategy for artificial intelligence (AI), believes that one of the system’s most important capabilities is its ability to link the potential effects of decisions across various government and community sectors. He notes that the impact of government decisions rarely remains limited to just one sector; for example, the outcomes of a transportation policy may extend to the economy, sustainability, infrastructure, and society as a whole. Here, AI can help connect these sectors, forecast possible results, and provide decision-makers with a more comprehensive view. This is where the real value lies: transforming information into timely insights.

In turn, Sultan Al Khaili, representing the policy, regulatory framework, and diplomatic sector for AI, said that “the initiative reflects the UAE’s leadership in moving AI from operational services and business to the core of the policymaking process. The initiative has provided a practical model for using AI in policy analysis, comparing experiences and regulatory frameworks, and assessing the potential outcomes of proposed decisions. As AI plays an increasingly important role in decision-making, it must be accompanied by clear governance frameworks, particularly regarding transparency, verification, and accountability.

For his part, Mohammed Al-Khabbi, representative of the Artificial Intelligence Sector Assistant said that the next stage for artificial intelligence in the government sector will go beyond just helping leaders make decisions to include supporting the implementation of those decisions and monitoring their results. Traditional AI systems respond to individual requests, while an AI assistant can go beyond this by analyzing the goal, dividing it into tasks, monitoring developments, and determining when additional actions may be necessary. This contributes to narrowing the gap between government decisions and targeted outcomes. The effectiveness of a decision is not just measured by its making but also by its success in achieving desired results through tracking progress, identifying delays, and risks.

It should be noted that the “AI Advisor for the Council of Ministers” system includes 32 specialized AI-supported advisors to analyze government policies, legislation, strategies, and systems.
