After a long period of tension, Apple and the European Commission finally reached an agreement on App Store rules, and both parties will begin implementing a new set of agreed terms.

Under the new rules, Apple will allow apps to accept payments through external services, and it will restructure fees for the App Store.

App developers in the European Union can agree to the new terms as of today, with changes coming into effect on October 1st.

Developers will be able to choose between using Apple's In-App Purchase system, alternative payment processing services, or directing users to an external website to complete the purchase.

Apps can combine all three options, but developers must select and commit to a single set for 12 months.

There are some exceptions to protect users. For example, apps in the children's category will not be allowed to direct users to external sites, as this reduces the risk of fraud targeting children.

Similarly, apps cannot direct users under 13 years old to external sites.

Users aged 13 to 17 can use external payment services and websites, but apps will have to add a parental consent system so that one of the parents or guardians approves the purchase first.

As for the new App Store fees, they will be as follows:

• Apple will charge a 26% commission on App Store apps that use Apple In-App Purchase. Most developers, including those participating in the App Store Small Business Program, Mini Apps Partner Program, and Video Partner Program, as well as auto-renewable subscriptions after their first year, will pay a 15% commission.
• The commission will be 20% for apps that use alternative payment processing services, while developers participating in the above programs will pay a reduced rate of 10%.
• Apple will charge a 15% commission on apps that direct users to an external website to complete the purchase, while the rate will drop to 10% for eligible developers under the previous programs.
• Apple will charge a Core Technology Commission of 5% on apps distributed through alternative app stores or via the web.

In addition, Apple has expanded the eligibility criteria for companies wishing to operate alternative app stores or distribute applications via the web. The new requirements include:

• Achieve an acceptable level of financial stability according to Dun & Bradstreet's assessment.
• Be listed on the stock exchange or owned by a listed company.
• Secure funding from a well-known investment firm.
• Conduct a financial audit by a licensed accountant.
• Be a government entity, educational institution, or non-profit organization.
